Our findings often reveal the involvement of FinTech companies such as Revolut, MoonPay, and Binance Pay, as well as open banking service providers like Noda. In the case of the Starscream Group, we discovered a network of facilitating payment processors supporting their online casinos despite clear regulatory issues.

Compliance Check

Starscream Limited, registered in Saint Lucia, operates several online casinos under a license from the Kahnawake Gaming Commission. However, this license does not authorize operations in Europe. Despite this, our reviews conducted in July 2024 found the following compliance concerns:

Key Findings:

1. Registration Without Restriction:
   • Users from the UK and EEA regions can register without difficulty.
   • Multilingual platforms target German-speaking players.
2. Unrestricted Payments:
   • Deposits via bank transfer, credit/debit card, e-voucher, e-wallet, or crypto are possible without KYC checks.
   • Transaction limits are partially enforced but can be circumvented.
3. Red Compliance Rating:
   • Starscream Group’s operations lack adherence to regulatory requirements, raising questions about the payment processors’ due diligence systems.

Facilitating Payment Processors

The casinos of the Starscream Group rely on Stardust Global CCS Ltd, based in Cyprus, as their payment agent. Players deposit funds using various payment options managed by these processors:

Payment Ecosystem:

1. Noda (WLPay.io):
   • Found at SugarCasino, Zinkra Casino, and BluVegas.
   • Processes instant bank transfers via its gateway, WLPay.io.
2. EPRO and Olky Payment Service Provider S.A.:
   • Found at Crazeplay for instant bank transfers.
   • Generates a unique IBAN for each deposit.
3. Open Banking Providers:
   • Contiant and YAPILY facilitate instant bank transfers.
   • German and Austrian banks, including Unicredit and Raiffeisen, are listed as deposit options.
4. Crypto Payment Processors:
   • Bitpace: Licensed in Estonia, Lithuania, and Bulgaria.
   • CoinsPaid and CryptoProcessing: Support crypto transactions.
5. Other Payment Options:
   • MiFinity: Found across all Starscream casinos.
   • Jeton, CASHlib, Paysafe Card, Skrill, and Neteller: Commonly used e-wallet and voucher schemes.
